According to the authors of the amendments the ribbons of St. George "have become a common insignia for the people who live under the influence of propaganda in Russia, as well as the desire for territorial expansion on the Russian borders of the USSR split." According to the legislators, this character every year becomes more and more "glorification of Russia imperialism."
George Ribbon, as noted, was used "during the occupation of the Crimean peninsula" (as in several European countries known as annexation of the Crimea by Russia) and it is often the main means of identification for "terrorist gangs of east Ukraine".
